Seriously...no idea. We just walked out our front door yesterday & there was this big styrofoam dragon being painted over with what looked like yellow icing. Not a clue what it was for or where it was going or why it was being done, but for some reason they chose to do it in front of our apartment complex. We've gotten to the point in our stay here where we just don't ask questions anymore, though this time mostly due to the fact that we haven't yet learned how to ask, "Why are you painting a large styrofoam dragon with yellow icing?"
We just smiled, took a few pictures, then went on our way and by the time we returned it had vanished.

Maybe it was the lucky dragon of the pastry district and it was actually a great honor for them to sprawl it out in front of your apartment because you'll get some of the luck too...
Maybe it was a big trick on the stupid foriegn people. "This will really yet them..."
Mabye it was your one chance in your lifetime to ask the question, "So what's up with the ten foot long dragon that you're shmearing with yellow icing." no matter what language it was in.
Or maybe it was simply one of those wonderful and excitingly different things that happen to you when you interact with other cultures. Like having a 50 year old Indian woman say that she knows a very nice boy that would be willing to marry you...
being as well-versed as I am in Chinese folklore- I'd say the 'icing' wasn't for eating, but for clearly for magic. Once the styrafoam pieces were in place and all the magic cream properly applied, the dragon came to life- much like Puff- and flew away into the Himalayas to live peacefully among the hill tribe peoples while bringing incredible luck to your block of apartments- because it was there he was created of course.
I just discovered your blogspot and have spent the last several minutes catching up with your adventures. Which of you is the author? Great writing!!! (By the way, I am Susan Merritt.)
